Housing Opportunity Program (HOP) Hardship Time-Limit Extension Request Form

Participants of the Housing Opportunity Program (HOP) who are in the final year of their 5-year term of rental assistance may be eligible to apply for additional time on the program. This policy does not apply to households without a time limit. In order to apply for more time on the program, the household must be experiencing a hardship:
 
 
A household that will pay more than 50% of their income toward rent and utilities without the HOP subsidy may apply.* 

To apply, your household must also meet the criteria for one of the extensions below:

 

1. Unexpected Loss of Income Hardship: 90 day Extension

Within three (3) months prior to the final housing assistance payment, households may request a 90-day extension by showing:

  • An unexpected loss of income that occurs within the three months prior to the final housing assistance payment
You must submit verification documents within 10 days of applying
 
 
2. Active Participation in a Program or Activity to Increase Earnings: Up to 1 Year Extension

Within three (3) months prior to the final housing assistance payment, households may request up to a 1-year extension by showing:

  • A member of the household must be participating in a qualifying program or activity likely to increase earned income; and 
  • the household must remain participating in the qualifying program until the end of the shelter burden or the end of the extension (whichever occurs first).

THA will determine the length of the extension up to 1 year.

“Qualifying programs” are any programs or activities that must likely result in the reduction of shelter burden. Examples of qualifying programs include: a degree, a vocational certificate, a workforce development activity or the completion of FSS.

You must submit verification documents within 10 days of applying

* THA will use the payment standard for your assigned voucher size and a utility allowance to determine "rent and utilities." The payment standard is based on Fair Market Rents.
