Landlord Rent Change Request (RA-245)

If an owner wishes to request an increase in the rent to owner from the PHA, the request must be in writing and in the form and manner required by the PHA.

An owner’s request for a rent increase must be submitted to the PHA 60 days prior to the date of the proposed increase (cannot be within the first year of the original HAP contract), and must include the new rent amount the owner is proposing. All rents adjustments will be effective the first of the month following 60 days after the PHA’s receipt of the owner’s request or on the date specified by the owner, whichever is later.

The PHA may not approve and the owner may not receive any increase of rent to owner until and unless the owner has complied with requirements of the HAP contract, including compliance with HQS. The owner may not receive any retroactive increase of rent for any period of noncompliance.

A month-to-month fee box has been added.  Please note that this is only for charges that are associated with signing a short-term lease.  Charges for utilities and other non-rent costs do not require a rent change request.

**Due to the COVID 19 pandemic, the Governor has issued a ban on evictions and rent increases. THA will comply by pausing the processing of rent increases until the ban is lifted. All rent increases processed prior to April 16th for April and May will be honored. Requests received after March 16th, 2020 must be resubmitted after the ban is lifted.**
