Children’s Savings Account Program

What is the Children’s Savings Account Program?   The Children’s Savings Account Program (CSA) is an effort to encourage students to aspire to continue their education or training after high school, help them prepare for it, and help their families pay for it. The program starts in kindergarten and goes through 12th grade. The program will have two stages.


  • Elementary School Stage:  This stage of the program starts in Kindergarten and continues through 5th grade. The Tacoma Housing Authority (THA) will open a savings account in your child’s name. THA will make an initial $50 deposit into the account and will match the deposits into the account up to $400 per year. 


  • Middle School through High School Stage: This stage of the program begins in 6th grade and continues through the 12th grade. Students can now start to earn money for reaching various academic milestones.   Starting in the 6th grade through 8th grade, students will be provided a list of the scholar incentives that will contribute to their savings accounts.  When they reach their 9th-grade year, the student’s incentives will be based on their High School and Beyond Plan. E.g.: improved attendance; improved Grade Point Average; enrolling in the College Bound Scholarship Program; taking the PSAT, SAT and ACT; graduating from high school, and starting college. Students can earn up to $700 a year.


Who can participate?  Students are eligible to participate if they meet any one of the following three criteria at the start of the Program Year in which they apply:

(1) Live in the Salishan Community and enrolled in kindergarten at a Tacoma; Public School District elementary school; or,


(2) Enrolled in kindergarten at Lister Elementary School in Salishan, whether or not they live in Salishan; or,


(3) Live in the Salishan Community and enrolled in the sixth grade at First Creek Middle School.


Students may also enroll in the CSA Program if they miss the initial enrollment period for their grade level, per the schedule below:

Applications will be accepted until the program is full. 

What happens after I submit my application?

THA will review your application to decide whether your child is eligible. THA will write you with its decision. If THA receives more applications from eligible students than it can serve, it will give Salishan residents the first priority. It may use a lottery to fill additional spaces. THA will then ask admitted students and their families to attend a program orientation. All other eligible students will be invited to join our program wait list.
